Email Gate
A safety switch to prevent test emails from reaching storage sites' real
addresses. When the gate is closed, outbound email is sent only to
the addresses on the allow list below — every other recipient is skipped.

CLM Auto-Arrival / Departure Rules
Rules that (in a future step) will let incoming CLM events auto-arrive or auto-depart a car.
Each rule matches a code (the CLM trainIIAlphaCode) plus a condition
checked against the car's destination site. Rules are evaluated top to bottom, first match wins.
A site whose owner contains a dash (CIG-LOV) is treated as a TransHub; otherwise
it's a Regular site — the matching set is chosen automatically per car.
